Update: Some of you may have been following my frustrated attempts to have my novella, The Child Thief, free on Amazon. So far it's been listed in the free store twice and twice moved back to the paid store.
I emailed with Kindle Direct Publishing and received the following reply:
Hello Melissa,
I understand that you want to offer your eBook for free permanently. In this case you can offer it for free by enrolling it to our KDP
Select program.
You can offer any book enrolled in KDP Select free to readers for up to 5 days at your discretion during each 90-day KDP Select term.
You can pick the days when you want to run your free promotions, choosing to go one day at a time or offering your book free for multiple days in a row.
